The Technical Writer will be a key member of the Business Development team, reporting to the Director of Capture and Proposal Management. Position will support fast-paced capture and proposal efforts relative to business development pursuits (specifically the DoD IT market), and will support the full proposal lifecycle and coordination of all proposal activities, including: creating data call packages and tracking completion; developing proposal outlines and compliance matrices; formatting all resumes, past performances and response; and the overall monitoring of RFI/RFP responses with their associated deliverables.

Requirements

Responsibilities:

  • Develop and track opportunities in the company's opportunity pipeline

  • Read and understand federal solicitations, contractual agreements, FAR clauses, or other applicable regulations

  • Manage and develop assets on internal business development and contracts databases

  • Track authorizations and correspondence

  • Create proposal outlines, compliance matrices, and response templates based on RFP

  • Ensure that proposal submissions are compliant with the applicable instructions and evaluation criteria

  • Regularly monitor for Amendments, Q&A, or other updates to solicitations both during the proposal process and post-submission

  • Manage Action Items throughout the proposal development

  • Coordinate meetings across multi-organizational proposal teams

  • Create and distribute data calls, coordinate the collection of requested data, and compile/analyze the results

  • Conduct proposal production activities

  • Aid in the response and turnaround of Task Order proposals

  • Track and review incoming PIAs / TAs / NDAs, and other contractual documents

Desired Knowledge and Skills:

  • Strong written communication, basic graphic design and presentation skills, with the ability to write technical documentation and perform document layout

  • Deadline-oriented with ability to prioritize multiple projects, coordinate and work well with team members

  • Able to carefully review and provide QA for work products prior to submission; maintain quality results by using templates, following standards, ensuring readability, consistency, and tone

  • Extensive experience with MS Office Suite and Adobe

  • Working knowledge of SharePoint is a plus

Experience and Education Requirements:

  • Bachelor’s Degree, graduate degree preferred

  • 0-3 years of relevant proposal experience

  • Knowledge of government solicitation documents, including standard RFP structure

  • Excellent writing, editing and proofreading skills

  • Strong attention to detail

  • Ability to work independently and in a team environment

  • Communication skills to interact with vendors, partners, customers, and corporate management

  • Problem solving, organization and time management skills to balance and prioritize work

  • An understanding of the entire proposal life cycle, including color team reviews, editing, as well as proposal writing, coordination, desk top publishing and production

  • The ability to understand highly technical concepts and articulate them to a vast range of audiences both in written and verbal formats

  • Understanding of the Government contracting and procurement process
